How fascinating to watch this brief conclusion Cheney came to in 1994 and the exact opposite position he took in 2003. The external circumstances had not really changed, which makes it pretty clear that the Bush administration knew exactly what would or at least could happen if they’d invade Iraq; that in turn seems to lead to the conclusion that the neocons simply lied to the world. Nothing new really, just another interesting proof.
